An Open Letter to David Sacks, U.S. Crypto & AI Czar

Dear Mr. Sacks,

Congratulations on your new role guiding the nation’s strategy at the intersection of crypto and AI. This dual domain is on the cusp of transformative breakthroughs, but it’s also at a tipping point. Today, critical AI resources—namely GPU power—remain highly centralized, while blockchain applications struggle under regulatory uncertainty. The combination of these trends risks turning AI into an exclusive club for large incumbents, leaving startups, universities, and individual developers on the sidelines.

Hyperbolic is proof that we can change this paradigm—today. Our open access AI ecosystem coordinates underutilized GPU resources worldwide, slashing costs by up to 75% and making high-performance AI accessible within a minute. On top of this decentralized infrastructure, our Inference Service runs the latest open-source models at speeds (and prices) competitive with major cloud providers. Underpinning it all is our Proof of Sampling (PoSP) protocol—a game-changing verification layer that ensures AI outputs are accurate and tamper-proof. We currently serve over 40,000 developers, process 1+ billion tokens daily, and support half-precision BF16 for unmatched efficiency.

Despite this progress, we urgently need a supportive policy environment that encourages projects like Hyperbolic to continue innovating. If we fail to act, AI will be locked behind paywalls, blockchain will remain riddled with doubts, and the promise of open, community-governed innovation could wither away. 

To mitigate these risks, we urge you to focus on three critical areas:

1. Champion Decentralized GPU Networks to Ensure AI Stays Open and Affordable

Most of the world’s computing power—over two billion PCs, plus untapped data center capacity—sits idle for 19+ hours a day. Ethereum’s shift to proof of stake also left the GPU equivalent of 10 million RTX 3090s sitting idle. Meanwhile, cloud compute costs skyrocket. This is a colossal mismatch between supply and demand. We ask that you:

  • Promote policies and grants that incentivize harnessing underutilized GPU resources.

  • Encourage federal agencies to pilot open GPU marketplaces like Hyperbolic’s.

  • Invest in research for next-gen scheduling algorithms, ensuring aggregated compute can rival or surpass traditional clouds.

By supporting decentralized GPU marketplaces, you can lower the barrier of inflated infrastructure costs for academics, small businesses, and talented developers to experiment, build, and innovate.

2. Establish Clear Rules to Safeguard Verifiability and Privacy in AI

A lack of trust in AI is growing due to the “black box” nature of these models, leaving the functionality of these models shrouded in mystery. Without visibility, users can’t be confident that their AI inference hasn’t been manipulated. Cryptographic verification protocols found in Blockchain technologies can solve these trust issues if integrated with AI. Hyperbolic’s PoSP is already proving that AI outputs can be verified without centralized oversight. We urge you to:

  • Set regulatory frameworks that encourage the adoption of verifiable AI protocols.

  • Fund public–private partnerships to accelerate secure AI integration with Blockchain technologies.

  • Enforce robust data privacy laws, incentivizing confidential computing standards.

In doing so, we can restore public trust and unlock entirely new classes of AI applications—from healthcare, to finance—where integrity is paramount.

3. Prioritize Open Access AI to Empower the Next Generation of Builders

Our universities, startups, and individual creators should not be priced out of progress. Yet, the current status quo sees over 90% of AI compute dominated by a handful of providers. If we allow that trend to continue, we risk stifling the brightest ideas. We recommend that you:

  • Create a “National AI Access Fund,” pooling resources for researchers and startups.

  • Advocate for open-source AI development and platform neutrality.

  • Highlight use cases from organizations—like Hyperbolic—that prove decentralized solutions aren’t just theory, but a working reality.

Hyperbolic has shown that an open GPU Marketplace, Verifiable Inference, and Proof of Sampling can coexist today—trusted by thousands of AI enthusiasts, researchers, and entrepreneurs in both Web2 and Web3. With your leadership, we can scale this success nationwide, ensuring that breakthroughs in AI benefit the many, not just the privileged few.

We stand at a pivotal moment. The U.S. can either pave the way for accessible AI and secure blockchain innovation for a more open and equitable technological future, or let powerful incumbents monopolize the market, stifling innovation. Given your role as the nation’s Crypto & AI Czar, you have the opportunity to drive policy that keeps America at the forefront of ethical, people-centered technology.
